The Presidential Amnesty Programme (PAP), established in 2009 to restore peace and development in the Niger Delta, is a beacon of hope for former agitators and affected communities.  As the 2025 application cycle begins, many hope to benefit from the Federal Government’s reinvigorated commitment to rehabilitation, reintegration, and empowerment.

About the Presidential Amnesty Scholarship Programme 2025

The Presidential Amnesty Programme is a Federal Government initiative that was implemented to facilitate the economic reintegration, skill development, and calm of ex-agitators and other youths who have been impacted by the events in the Niger Delta region.

 PAP has facilitated the empowerment of people over the years by:

  •  Formal education (scholarships from both domestic and international sources)
  •  Vocational training (including oil and gas, maritime, agriculture, and ICT)
  •  Entrepreneurship development
  •  assistance with job posting

The Presidential Amnesty Programme’s strategic objectives to reintegrate Niger Delta ex-agitators include the provision of a well-funded scholarship program for candidates who wish to pursue tertiary education at specifically selected institutions in Nigeria.  

This scholarship for formal education, similar to others that have been awarded in the past, is designed to enhance the capabilities of former agitators who aspire to a more fulfilling existence.

Financial assistance for Niger Delta Presidential Amnesty Programme participants to cover tuition and other educational expenditures required to pursue undergraduate formal education at selected Nigerian universities.

Who Is Eligible for the 2025 PAP Application?

Guidelines and Eligibility Criteria

Eligibility Criteria

  • Applicants must be at least 16 years old and from one of the Niger Delta states (Abia, Akwa-Ibom, Bayelsa, Cross-river, Delta, Edo, Ondo, Imo, or Rivers).
  • For undergraduate programs, applicants must have taken the 2025 UTME or be new entrants to 100-level programs for the 2025/2026 academic year.
  • Waiting for results from WAEC or NECO examinations is not permitted.
  • To stay eligible for the PAP award, undergraduate scholarship recipients must maintain a minimum average CGPA of 2.5 over 5.0 or 2.0 over 4.0 in each academic session.
  •  Scholarship recipients must not commit any acts of misconduct or violate PAP regulations.
  •  PAP maintains the right to withdraw the scholarship offer in the event of any misconduct or if the information submitted is discovered to be inaccurate or misleading.
  • A list of approved courses is given 
  • Successful applicants may be asked to take both a written aptitude test and an oral interview.

Requirements For Undergraduate Studies

Candidates must submit the following documents:

  • O’Level (WAEC/NECO) with at least 5 credits, including English Language and Mathematics • 2025 UTME.
  • Local Government (L.G.A).  Letter of Identification

Requirements For Postgraduate Studies

In addition to the documentation provided for undergraduate study, postgraduate applicants must provide the following:

  • Statement of results or degree certificate 
  •  NYSC certificate

Note: If you were previously a PAP scholarship recipient, you must have graduated with a First-Class or Second-Class Upper degree to be considered.  Sponsorship is optional.

Application Process

Check Eligibility

Please confirm that you are a Niger Delta indigene and that you match the academic criteria.  For undergraduate programs, confirm that you have taken the 2025 UTME and have your WAEC/NECO results ready.

Prepare documents.

Gather all relevant documents, including O’Level results (minimum of 5 credits, including English and Mathematics), JAMB results, and a letter of identification from the local government.  Postgraduate applicants require additional documentation such as a degree diploma and a NYSC certificate.

Submit an application.

 Fill out the online application form with proper information.  Ensure that all documents are correctly scanned and submitted.  Double-check that all information provided is accurate and verified.

Aptitude Test

If selected, prepare for and take the written aptitude test.  This is a critical phase in the selection process that evaluates your academic ability and potential.

Interview

Successful candidates will be invited to an oral interview.  This is an opportunity to explore your academic goals while also demonstrating your dedication to the Niger Delta region.

Final selection.

Selected candidates will be notified and must maintain academic excellence (minimum CGPA of 2.5/5.0 or 2.0/4.0) throughout their program to keep the scholarship.

Step 2: Create an Account

Click on the application link and create a personal profile with a valid email and phone number.

Step 3: Fill Out the Application Form

Provide accurate details including personal bio-data, educational background, and your preferred area of training (e.g., ICT, agriculture, welding, business development, etc.).

Step 4: Upload Required Documents

Upload all necessary documents. Ensure file sizes meet the portal’s specifications.

Step 5: Submit and Print Confirmation

Review your form carefully before final submission. Print or save the confirmation slip for future reference.
