Job Summary
- It will be the responsibility of the Procurement Officer to ensure that appropriate supplies, equipment, and services are procured, purchased, and managed in an effective manner in order to facilitate drilling operations.
- The function is responsible for ensuring that the procurement activities in the oil and gas industry are timely, cost-effective, and in compliance with business policy. Additionally, it ensures that these activities are aligned with both local and international regulatory standards.\
Responsibility of a Procurement Officer
- Identify, evaluate, and negotiate with approved vendors, suppliers, and contractors.
- Prepare and issue purchase orders (POs) in accordance with drilling operations requirements.
- Ensure the acquisition of drilling supplies, spare parts, tools, equipment, and support services.
- Maintain an up-to-date vendor database, ensuring that suppliers satisfy quality, safety, and compliance standards.
- Evaluate vendor performance and make recommendations for improvement.
- Develop solid supplier ties to assure a consistent supply and attractive conditions.
- Negotiate the best costs, payment conditions, and delivery schedules while upholding quality.
- Procurement expenditures should be monitored and controlled against the budget.
- Ensure that cost-cutting strategies are executed and reported.
- Ensure that all procurement activities adhere to corporate policy, NCDMB (Nigerian Content Development & Monitoring Board) guidelines, and other regulatory norms.
- Keep accurate and auditable records of all procurement activity, contracts, and agreements.
- Support audits and provide essential documents as needed.
- Collaborate with logistics and warehouse teams to ensure timely delivery of commodities to rig sites, warehouses, and operational bases.
- To avoid operational disruption, monitor shipments, customs clearance, and delivery timeframes.
- Resolve delivery issues and claims with suppliers.
- Work with the drilling, engineering, HSE, and finance departments to understand procurement requirements.
- Ensure that important drilling supplies and equipment are readily available to avoid rig downtime.
- Provide management with monthly purchase reports and analysis.
Key Skills and Competencies
- Strong understanding of the oil and gas procurement process, including drilling materials and services.
- Outstanding negotiation, communication, and interpersonal abilities.
- Excellent analytical and problem-solving skills.
- Ability to operate under pressure and fulfill strict deadlines.
- Proficiency with Microsoft Office Suite and ERP/procurement software (SAP/Oracle/IFS).
- Good understanding of Nigerian content laws, import/export regulations, and the local supplier market.
What are we searching for?
- Bachelor’s degree in supply chain management, business administration, engineering, or a similar profession.
- A drilling contractor must have at least 5 years of expertise in procurement and supply chain.
- Proven track record in procurement of drilling rigs, consumables, and services.
- Professional certification (CIPS, ISM, NIProc, or equivalent) is advantageous.
