PURPOSE FOR THE JOB

Key Function, Accountabilities And Related Duties/Tasks

Supply Chain Service Delivery and Response

Planning:

In consultation with the supervisor, contribute to the Country Programme Action Plan and advise on supply requirements for the Plan of Operations and Annual Work Plans. Participate in the forecasting, planning, implementation, monitoring, and evaluation of supply chain activities, including the development of performance indicators and the assessment of product and service fit.
Support supply emergency preparedness and response efforts, such as establishing Long Term Arrangements (LTAs), updating the Logistics Capacity Assessment and Contingency Plan, and stock pre-positioning.

Procurement/contracting:

Provide input and advise on the annual supply strategy. Conduct data evaluation and analysis in order to manage categories and build procurement plans. Conduct market research in key areas for UNICEF and provide advice on the best ways to achieve the best value for money and sustainable procurement. Support product innovation and market shaping initiatives for specific types of goods and services.
Liaise with customers to prepare procurement and contracting initiatives, including the development of acceptable specifications, terms of reference, logistics arrangements, and timetables. Consider ways to improve the sustainability of supply chains.
Ensure the establishment of Long Term Arrangements (LTAs) and respond to specific procurement requisitions as needed. Prepare and process any Request for Quotations (RFQs), Invitations to Bid (ITBs), or Requests for Proposals (RFPs) that the Supervisor may request. Organize bid openings and conduct technical and financial analyses of offers as needed. Conduct clarifications and talks with suppliers. Maintain the highest level of integrity, ethical standards, and accountability while procuring commodities, contracting services, and performing construction work.
Prepare requests for awards, including submissions to the Contract Review Committee. Prepare purchase orders and contracts in SAP (ERP – Enterprise Resource Planning system) and submit for appropriate clearances, ensuring that paperwork is complete in UNICEF systems.
Keep stakeholders/partners informed of the development. Liaise with suppliers to ensure timely follow-up on delivery schedules. Implement suitable vendor management processes, such as supplier performance reviews.
Ensure that procurement cases are appropriately filed and that documents are kept up to date for future reference, including audits.

In-country logistics:

Provide logistics input to the supply plan, including advice on infrastructure restrictions (such as customs clearance, port capacity, transportation choices, and warehousing capacity) and various delivery modes. Advise on budget requirements for various delivery modalities and ensure budgets are established with clients.
Liaise with supply colleagues and clients, and use supply dashboards to ensure pipeline monitoring and the construction of enough logistics capacity. Monitor the status of offshore and/or regional procurement and take appropriate steps to ensure that supplies entering the nation are cleared by customs on schedule. Conduct research, collect data, and analyze it, create reports, and verify information correctness in business systems to allow for informed decision-making.
Provide specialized logistical support, according to standard procedures and helping, directly or indirectly, to the successful delivery of programme supplies. Collaborate with internal and external stakeholders to support logistics operations management and ensure optimal service delivery.
Identify the requirement for third-party logistics services (e.g., customs clearance, warehousing, transportation, distribution) and manage the contracting of such service providers, including the implementation of KPIs and performance monitoring methods.
Manage documentation processing for logistics operations (e.g., customs clearance, invoice verification), and take appropriate action to resolve operational concerns, including escalating complex issues to the supervisor.

Warehousing and Inventory Management:

Manage the UNICEF warehouse facilities and operations in accordance with UNICEF policies and procedures. Assess warehouse capacity, including facilities, equipment, staff, and processes. Propose corrective steps to the supervisor. When new warehousing facilities are required, they should be assessed. Implement and organize additional warehouse facilities as needed, including the construction and assembly of temporary warehouse structures (e.g., Wiik-Halls/Rub Halls).
Maintain suitable warehouse and inventory management processes to support the country’s project implementation. Ensure that accounting, reporting, and internal control systems are accurate and thorough, and that all essential records are kept up to date.
Assess space available and create stacking and storage strategies to ensure proper storage and make the best use of space.
Supervise the receipt and distribution of supplies.
Prepare stock reports. Monitor inventory to identify patterns and account for inventory status from source to recipient. Carry out frequent physical inventory counts in the warehouse. Prepare documentation for commodity disposal through the Property Survey Board committee.

Alternative delivery methods and procurement services:

Support evaluation and coordination with implementing partners, including civil society, to form Programme Cooperation Agreements (PCAs) and monitor supply components under the Harmonized Approach to Cash Transfers.
Participate in events/meetings that foster partnerships and collaborative relationships with UN organizations in order to promote harmonized and collaborative procurement and logistics arrangements.
Keep up-to-date records of all Procurement Service transactions, including a mechanism for tracking the various stages of each transaction.
Collaborate with Supply colleagues and Program Sections to find opportunities for government counterpart capacity building and enhancing the supply chain process to make it more successful.

Minimum requirements for Supply & Logistics Associate at UNICEF:

Education:

Secondary education is essential, preferably complemented with technical or university training in supply chain management, business administration, contract/commercial law, or another relevant technical discipline.
CIPS certification is an added benefit.

Requirements for this position include

at least 6 years of administrative experience in supply chain management or commercial contexts. Understanding of development and humanitarian activity is advantageous. Emergency experience is advantageous.
Fluency in English is necessary. Knowledge of another UN language or the local language of the duty station is considered an advantage.
