Job Overview
- The Technical Officer (Health Financing) will provide assistance to the Health Service Supervisor (HSS) and Policy Lead in the process of implementing strategic health financing reforms in Kano State.
- These reforms will be focused on tracking shifts in the financing landscape, supporting the optimization of the pooling mechanism, and providing assistance in the transition toward more strategic models in order to guarantee greater financial sustainability and improved service quality.
Main Duties and Responsibilities
- Contribute to the mapping of all funding sources (government, donors, and BHCPF), as well as the tracking of resource allocation to primary health care
- The preparation of cost-effectiveness data to assist policy decisions and the support of the performance of financial sustainability evaluations for key health initiatives are both expected to be provided.
- The provision of assistance in the establishment and improvement of procedures for tracking and monitoring health expenditures in the state should be provided.
- Data on health expenditures should be gathered and analyzed using well-established procedures in order to provide information for state-level financial briefings.
- In preparation for the HSS/Policy, prepare facts and talking points. It is the responsibility of the leader to advocate with high-level stakeholders for increased domestic resource allocation of health.
Competencies and previous work experience
- A degree in economics, health economics, finance, public policy, or a quantitative subject that is related to economics or public policy. There is a significant benefit to having a Master’s degree.
- A minimum of three to five years of expertise in the field of health economics, health funding, or resource tracking in the public sector is required.
- This individual has demonstrated experience working in the health industry utilizing quantitative approaches and economic analysis.
- The BHCPF, the State Health Insurance Scheme, and the State Health Trust Funds, among other things, are all examples of Nigeria’s health funding architecture that you should be familiar with.
- Experience working on initiatives supported by donors or in non-governmental organization settings.
Competencies
- Exceptional analytical and problem-solving abilities, as well as a strong command of statistical and data analysis software.
- Proficient knowledge of statistical software (such as R, Stata, or SPSS) or advanced knowledge of Microsoft Excel for the purpose of doing economic modeling and variance analysis.
- To have a complete comprehension of ideas such as catastrophic health expenditures, strategic purchasing, and financial protection.
- Proven ability to transform complicated economic and financial facts into policy briefs and presentations that are easy to understand and do not require technical expertise.
- For effective engagement at the local government area (LGA) and community level, strong written and verbal communication skills, as well as proficiency in Hausa, are necessary.
- Ability to interact and manage relationships with a wide variety of stakeholders that has been demonstrated.
- Have previous experience working with non-governmental groups, government agencies, and foreign donor organizations.
- Knowledge of the health system in Nigeria, notably in the state of Kano that is being discussed.
