Job Summary

  • In order to provide assistance to the payroll manager in the areas of payroll processing, statutory compliance, and benefits administration, we are now undertaking the recruitment process for a payroll and benefits administrator. 
  • The ideal applicant will be able to ensure that all regulatory regulations are adhered to while simultaneously ensuring that payroll systems and employee benefits are managed in a seamless manner.

Job Description of Payroll and Benefits Administrator

  • The Payroll and Benefits Manager is responsible for providing assistance in the computation and administration of payroll, which includes the compilation of HR reports and the management of headcount.
  • When necessary, manage the computation and processing of off-payroll transactions.
  • Ensure that the processes involved in payroll onboarding, such as opening new salary accounts, are facilitated.
  • In order to ensure that the Human Resource Information System (HRIS) is kept up to date, it is necessary to generate promotion and salary review letters.
  • In partnership with the Payroll and Benefits Manager, it is imperative to guarantee the appropriate administration of PAYE and the monthly transmission of funds.
  • The PAYE audits that are carried out by the State BIR, FIRS, and external auditors are under your support.
  • In the month of January, provide assistance in the submission of PAYE yearly returns and ensure that tax clearing certificates are issued in a timely manner.
  • Under the leadership of the Payroll Manager, it is necessary to establish and sustain connections with officials from the State Board of Internal Revenue and the Financial Institutions Regulatory Service (FIRS).
  • Ensure that new pension enrollments are administered and that monthly remittances are made on time.
  • Provide assistance in facilitating the processes of certifying compliance with pension regulations.
  • In order to address concerns that pertain to employee pensions, it is necessary to manage relationships with PFAs and PenCom.
  • Ensure that the monthly remittance of NSITF and the enrollment of employees are not delayed.
  • Provide oversight for the processing of accident and sickness claims, as well as the certification of NSITF compliance.
  • Act as a contact with representatives from the National Service Insurance Trust Fund (NSITF) regarding matters pertaining to benefits.
  • It is the administration of the time and attendance system.
  • Manage the process of enrolling and removing staff members from the attendance system.
  • Ensure that there is no downtime as a result of providing technical support to system users.

Education / Certification / Experience Required

  • Earning a Bachelor’s degree in human resources, Business Administration, or a field that is closely related is required.
  • A minimum of three years of experience in the administration of payroll and benefits, or a function connected to human resources.
  • Powerful analytical abilities, together with a proficient understanding of Microsoft Excel.
  • It is a significant advantage to possess CIPM certification.
  • A familiarity with the statutory compliance requirements for PAYE, Pension, and NSITF is required.

Knowledge, Skills, and Attributes Required

  • Pay close attention to details, ensuring that the computations and reports are accurate to a high degree.
  • The technical skills required include a comprehensive understanding of payroll systems and the requirements for statutory compliance.
