The international aid group Premiere Urgence Internationale (PUI) is non-governmental, non-profit, non-political, and non-religious. Our teams are dedicated to meeting the basic needs of citizens who have been marginalized and excluded, or who have been impacted by natural catastrophes, conflicts, or economic failures. Our goal is to help displaced persons regain their dignity and self-sufficiency by offering them emergency relief.

With an emphasis on addressing pressing issues, such as enhancing access to food commodities, primary healthcare, and nutrition for internally displaced people (IDP) and host communities (HC) residing in Maiduguri Metropolitan Council (MMC), the PUI Nigerian Mission was formally established in April 2016.

General Objective / Summary

Under the direction of the MEAL Coordinator, the Information Management Specialist (IMS) maintains effective information management systems for evidence-based decision-making and reporting throughout the operation.

To do this, the IMS will design, implement, and oversee mission-level data and information management systems; and bridge information management gaps by establishing and enhancing primary data collecting, storage, protection, and analysis systems.

The role also requires the constant and efficient utilization of high-quality data to meet the demands of the MEAL and Program teams.

Responsibilities and Tasks

Information Management system:

Design and construct a mission-wide information management system to gather, store, analyze, and disseminate information in accordance with PUI’s programmatic requirements.
Ensure that all users have proper access to IM systems, prohibiting illegal changes or data manipulation.
Adapt IM systems to changing programming needs and indicators in partnership with technical and program staff.
Ensure that data gathering and information management tools adhere to PUI and national data protection standards.
Oversee the compliance of IM tools and processes with PUI and national data protection regulations.
Support the implementation of mission-critical electronic archiving and backup systems.
Ensure that data is consistently categorized and easily disaggregated (e.g., by gender, age, etc.) in order to meet MEAL and Program analysis and reporting requirements.
Support the creation of SOPs for data management.

Mobile data collection:

Create and evaluate data gathering tools to ensure logical flow and consistency in form designs.
Provide technical input on tool settings, such as logic, limitations, and scoring formulae.
When appropriate, translate data collection forms to ensure clarity and uniformity.
Manage platform servers, clean data, and provide finalized datasets to appropriate teams.
Assist MEAL and program teams in detecting data trends and communicating crucial findings.

Data quality management:

Regularly check data collection forms for logical consistency, coding correctness, and data quality.
Conduct routine software and hardware inspections to ensure that data collecting and management operations run smoothly.
Offer continuing assistance to field personnel in correcting data quality concerns, such as missing or inconsistent information.

Data analysis and visualization:

Create and update dashboards and other visualization tools to highlight important programming findings.
Develop methods to improve data utilization across the mission, resulting in more informed decision-making.

Capacity building and capitalization:

Use previous base-level lessons to plan and deliver IM system and tool training sessions to PUI workers.
Develop and share lessons learned, leading to the continuous improvement of IM practices.
Provide training on the IM system(s) to PUI staff, and follow up with technical support to improve data quality and data management for MEAL and program teams.
In collaboration with the MEAL Coordinator, identify critical features of the MEAL and IM working relationship and use data management to indicate areas of vulnerability that require stronger working systems to be developed with the IM and MEAL teams in each base.
Act as the focal point for troubleshooting technical issues with IM systems and mobile data gathering.

Priorities of the Department:

Create a strong mission-level data management system.
To save and treat mission data, implement an archiving policy. Also, refine HIS reporting templates.
Create and manage mission databases to ensure effective data extraction and manipulation.

Qualifications and Required Skills

Mandatory requirements:

Education: University Degree in Computer Science, Information Management, Statistics, Mathematics, or technical diploma in Computer Science.
Work experience: At least two years of experience in a related field with NGOs or private IT enterprises.
Language skills include fluency in English (speaking, reading, and writing) and Hausa. Knowledge of Kanuri is highly desirable.

Knowledge and skills:

Proficient in:

Data collection tools (e.g., Kobo, CommCare)
Statistical software (e.g., Stata, SPSS)
Data visualization platforms (e.g., Power BI, Tableau)
Database management tools (e.g., Excel, MS-SQL, Access).
Geographic Information Systems (GIS) (not mandatory).
Knowledge of data security and protection policies.
Experience creating and maintaining secure databases.
