Job Description
- RCOs must work independently of clusters to design and execute control review operations, as well as maintain assurance oversight of branches within their jurisdiction.
- They must roam about their designated branches on a regular basis to conduct in-depth reviews. RCOs report functionally to Cluster Control Managers (CCM) to streamline the reporting structure; nonetheless, they remain accountable for the following functions:
Duties & Responsibilities
- Maintain control and monitoring over allocated high risk branches.
- Use the existing branch control review template (as minimum control tests) to thoroughly review branch processes and procedures.
- Use daily IT Control reports to evaluate transactions in high-risk branches and conduct periodic loan performance and collateral evaluations.
- Follow up and follow discovered exceptions to ensure fast resolution.
- Improve control awareness among First Bank employees through close monitoring and training.
- Improve processors’ understanding of bank policies, processes, products, and controls through training sessions.
- Encourage self-reporting for errors, control breaches, and fraud in branches.
- Promptly investigate and resolve customer control problems.
- Ensure rigorous adherence to internal control and enhancement plans and programs.
- Investigate fraud, strange incidents, and other bank-required actions, reporting results to the Cluster Control Manager. Conduct an expanded periodic on-the-spot review of branch activity and report the findings to the Cluster Control Manager.
- Perform daily IT Control Report, credit, and other reviews as ordered by the Head of Control Techniques and Standards as part of the Internal Control and Enhancement review program.
- Provide timely month-end and work-related reports.
- Document all policy/procedural breaches detected.
- During control review efforts in the designated high-risk regions
- Ensure that any internal control, regulatory, and internal audit exceptions observed and raised during control/audit operations are promptly closed, and that unclosed exceptions are tracked.
- Report unclosed exceptions to the business operational risk structure, line reporting channels, or Business Executive for further action.
- Implement process enhancements and control strategies in allocated high-risk branches.
- Review IT Control Reports regularly and escalate any exceptions to Cluster Control Managers, UORM/BORM, and Line Executives.
- Communicate process gaps to Head, Control Techniques, and Standards for stakeholder involvement and enhancement as needed.
- Provide on-the-job training for Branch Operators in high-risk branches, as well as control advisory and decision support for Branch Managers and Team.
- As part of the Bank’s Information Security standards, ensure the security of all information entrusted to staff and conform with the concepts and policies in the Information Security Handbook.
- Follow the Bank’s Operational Risk Management Framework by identifying, assessing, and reporting new risks, issues, and incidents in high-risk branches. Report to UORM/BORM/Process Owner/Line Executive for resolution and tracking.
Job Requirements
Education
- Minimum Education: First Degree preferably in a numerate discipline; higher degrees /MBA/ Possession of professional certification in accounting, Banking or related discipline.
Experience
- Minimum experience – 5 years in Internal Control /Audit Function
