Job Purpose
Implement controls to decrease health, safety, and environmental (HSE) concerns in the designated region.
Job Responsibilities Analyst, HSE at IHS Towers
- Conduct HSE inductions for new personnel and suppliers at the start of all key tasks before mobilization to the site.
- Review the safe system of work (JHA, RA, PTW, etc.) for all tasks involving access ref permission, and if the activity is potentially high-risk, escalate to the senior management to define mitigation and extra control measures. Ensure oversight until the high-risk tasks are completed.
- Maintain and implement an emergency preparedness strategy, including quarterly drills for the region, to ensure that first responders, first aid packs, fire extinguishers, and other items are up to date.
- Perform routine, ad hoc, pre-project, post-incident, and other regulatory field inspections for hazard identification, including collaboration with stakeholders to implement relevant controls.
- Participate in and support environmental important activities in the region, such as environmental compliance monitoring, environmental auditing, site cleanup/remediation, and other regulatory compliance monitoring, such as noise monitoring, air quality monitoring, and so on. Advise regional management as necessary.
- Provide advice and support to regional management during event investigations to determine root causes, cascade lessons learned, and offer recommendations to reduce recurrences.
- Maintain timely and accurate weekly and monthly reports, an HSE KPI record of manhours, incidents, training, HSE performance for contractors, governance meeting actions, and give assistance with closure and ongoing improvement.
- Maintain a database for recording action plans resulting from incident investigations, HSE meetings, audits, client and/or customer inspections, and/or complaints in the region until closure, including logging and addressing all occurrences on SysAid. Ensure monthly data reconciliation between the region and headquarters.
- Manage the distribution and record-keeping for the region’s PPE and first-aid requirements, including inventory and replenishment.
- Periodically engage regulatory/governmental entities (State Ministry of Environment, NOSDRA, NESREA, NCC, etc.) to represent the company during site visits to handle any escalation and avoid regulatory consequences.
- Organize and implement HSE activities such as Perfect HSE Day, a road safety and fleet safety program, as well as policies and procedures to raise safety awareness among regional employees and contractors.
- Advice and support regional management, the operations team, site maintenance contractors (SMCs), and site build contractors (SBCs) on environmental developments, laws, risk-based reviews, and the implementation of controls to prevent accidents and business disruptions.
- Assist the Operations team in advising on remedial actions for site-related issues, and ensuring that the region’s HSE systems and processes comply with all applicable laws and requirements.
- Participate in HSE-related conferences, seminars, and public hearings.
- Perform any other tasks or duties assigned by the Senior Manager, HSE.
Qualifications for Analyst, HSE at IHS Towers
- Bachelor’s degree in engineering, environmental sciences, or a related field.
- Membership in a suitable professional body (ISPON, NES, IOSH, IIRSM, etc.) will provide an added advantage.
- +2 years of relevant job experience.
- ISO HSE-MS certifications, such as ISO 14001:2015 and ISO 45001:2018, will provide an extra advantage.
- Valid NEBOSH International General Certificate (IGC) in Occupational Health and Safety. A NEBOSH Environmental Management Certificate (NEC) will provide an added advantage.
- Demonstrates expertise of monitoring, policymaking, and planning.
