The Delta State Oil Producing Areas Development Commission (DESOPADEC) is aware of the financial challenges that many students face, and so it has framed this bursary as not only financial support but an investment in human capital, community development and future leadership.

The bursary plan aims to support increased enrollment in tertiary institutions, lower dropout rates among under-served students and enable students to concentrate on their academics without financial stress.
Background and Institutional Mandate
The Delta State Oil Producing Areas Development Commission (DESOPADEC) was created in 2007 by an enabling law under the administration of former Governor Chief James Onanefe Ibori.
This was in reaction to the agitations by oil producing villages in Delta State for equitable development and recompense for the environmental and socio-economic repercussions of oil exploration.
The Commission is funded by 50% of the 13% oil derivation revenue accruing to the State, which is utilized for infrastructural development in oil-producing areas, and for implementation of other socioeconomic schemes such as bursary support.
2026 Disbursement Update
The DESOPADEC has announced the disbursement of bursary funding to qualified students from communities under the Commission’s mandate areas. Chief Festus Ochonogor, the Managing Director, said efforts are in place to ensure a smooth and transparent disbursing process, including a dedicated website and stakeholder interaction.

Applicants must: To qualify for the DESOPADEC Bursary Scheme:
- Be an indigenous person of the Ijaw, Itsekiri, Urhobo, Ika, Isoko or Ndokwa ethnic groups.
- Be a full time undergraduate at a Nigerian University or Polytechnic.
- At the time of application be in 200 level or higher.
- Not to be a part time, pre-degree or post graduate student.
