Since our registration with the Corporate Affairs Commission (CAC) in 2014, we have been committed to enhancing the sustainable livelihoods of poor women, children and youth via community development, capacity building and economic empowerment programs.

The RESILAC*2 projects in Damaturu and Fune LGAs of Yobe State is now being implemented in conjunction with Action Against Hunger (ACF) and CARE International, with funding from the French Development Agency (AFD) and the European Union (EU).

Position Description

The Procurement Officer will offer technical and operational support to all procurement and supply chain operations within the RESILAC*2 projects. 

The post-holder will ensure that the purchase of products, works and services is timely, transparent, cost-effective and complies with organizational rules, donor requirements and national procurement standards.

The Procurement Officer shall facilitate efficient project implementation by way of coordination of procurement planning, vendor management, contract administration and documentation and ensuring value for money and responsibility for project operations in Damaturu and Fune LGAs.

Key Responsibilities

  • Develop and implement the project procurement plan in collaboration with programme and support teams, ensuring timely procurement of goods, works, and services in line with project implementation schedules.
  • Conduct procurement processes in accordance with organizational procurement policies, donor regulations, and national procurement laws, ensuring transparency, fairness, and value for money.
  • Prepare and manage procurement documentation, including purchase requisitions, requests for quotations (RFQs), invitations to bid (ITBs), requests for proposals (RFPs), bid analysis reports, purchase orders, and contracts.
  • Identify, evaluate, and maintain a reliable supplier database, conducting market assessments and supplier due diligence to ensure competitive pricing and quality service delivery.
  • Coordinate bid evaluations and procurement committee processes while ensuring proper documentation and compliance with established procurement procedures.
  • Monitor supplier performance, delivery timelines, and contract compliance, resolving procurement-related issues to minimize delays in project implementation.
  • Liaise with finance, logistics, and programme teams to ensure seamless coordination of procurement, payment processing, inventory management, and distribution of procured items.
  • Ensure accurate filing and maintenance of procurement records, contracts, vendor documentation, and supporting documents for audit and donor compliance purposes.
  • Support the preparation of procurement reports, procurement tracking tools, and regular updates for project management and consortium partners.
  • Monitor procurement budgets and expenditure to ensure efficient utilization of project resources and adherence to approved procurement plans.
  • Provide technical guidance and capacity building to project staff on procurement procedures, ethical standards, and compliance with donor and organizational procurement requirements

Qualifications

  • Bachelor’s degree (minimum) in Procurement and Supply Chain Management, Business Administration, Logistics, Purchasing and Supply, Economics, or a related field. A professional certification such as CIPS, CISCM, or equivalent will be an added advantage.
  • Minimum of five (5) years of progressive experience in procurement, logistics, or supply chain management within humanitarian or development programmes, with at least three (3) years in a similar role.
  • Demonstrated experience managing end-to-end procurement processes, including procurement planning, sourcing, tendering, supplier evaluation, contract management, and vendor performance monitoring.
  • Strong knowledge of donor procurement regulations and compliance requirements, particularly those of the European Union (EU), Agence Française de Développement (AFD), and other institutional donors.
  • Proven experience in preparing procurement documentation, including Requests for Quotations (RFQs), Invitations to Bid (ITBs), Requests for Proposals (RFPs), bid evaluation reports, purchase orders, and contracts.
  • Experience using procurement tracking systems, Enterprise Resource Planning (ERP) systems, or other procurement management tools. Proficiency in Microsoft Office Suite, particularly Excel, is essential.
  • Demonstrated ability to manage multiple procurement activities simultaneously while ensuring compliance with organizational policies, donor regulations, and national procurement laws.
  • Experience working in Northeast Nigeria or other fragile, conflict-affected, or humanitarian contexts is highly desirable.
  • Strong understanding of ethical procurement practices, value-for-money principles, anti-fraud measures, and transparency and accountability standards.
  • Excellent analytical, negotiation, communication, and organizational skills, with the ability to work effectively under pressure and meet tight deadlines.

Skills & Competencies 

Procurement grasp: Good grasp of procurement principles, supply chain management, contract administration and inventory control.

Negotiation Skills: Strong negotiation, vendor management and supplier relationship management skills.

Analytical abilities: Strong analytical and problem solving abilities with the ability to evaluate quotations, undertake bid analysis and ensure value for money.

Integrity: High level of integrity, professionalism and commitment to transparency, accountability and ethical procurement processes.

documents: Experience in the preparation of procurement documents such as RFQs, ITBs, RFPs, Bid Evaluation Reports, Purchase Orders, and Contracts.

Technical Proficiency: Experience with procurement tracking systems, ERP systems or other procurement management tools. Experience with the Microsoft Office Suite, particularly Excel, is required.

Organization: Strong organizational and time management abilities. Ability to juggle various procurement procedures simultaneously and fulfill tight deadlines.

Communication: Good interpersonal and communication skills, able to work well within a team and with programme, finance, logistical and external stakeholders.

Report Writing: Strong report writing, documentation and record management abilities with the ability to ensure procurement files are correct and audit ready.
